I figured out the cause, and its really weird, right I said I was using layers 0 and 2, I didn't have layer 1 active in custom, I discovered that when I enabled layer 1 the buggy tiles actually became placed on layer 1 (despite me never using layer 1 before hand). So the problem is caused by not using layer 1 while using layer 2, or something in that region. |

Aha! That is super-useful information.
It probably means that:
A) When you create layer 2 without enabling layer 1, layer 1 gets filled with garbage data
B) Layers that are not enabled are being drawn anyway in the minimap. |
