Okay,i am a complete newcomer to OHR.So...can you guys tell me how do i create higher-level spells,like Fire2 and such...thank you

In this section of the tutorial, you can scroll down and it will tell you how to set Attack Bitsets.

Once you've made a stronger fire attack (Fire2), then you go into the Edit Hero Data, select Edit Spell Lists (or something like that), THEN you have two choices:

1) Either you Choose the attack, then leave it at "Learn from Item"

or

2) You set it to a certain level that the hero must reach before he/she can learn it. To do this, choose the Fire2 spell right away, then press the "right" arrow key and you'll see "Learned from Item" highlited. From here, you press Enter and scroll through the levels til you find what you want to set there.
