This is the character Ceya, who I believe is a mage, from Harlock Hero's game Heretic, which is on perpetual belay.

Drawn by Rinku Hero on Harlock's request. Called 'Ceya Gone Mad' because it seemed to fit. Made using a mouse in Paint Shop Pro v2.x.
