You can't keep both rules 1 and 4 at the same time. They're mutually exclusive.

I'm sorry, but that makes no sense at all. Murder is illegal and crossing the street on crosswalks only are two common rules in the USA that are pretty much mutually exclusive, but when I cross the street on a crosswalk and fail to murder anyone along the way I haven't done anything wrong. It is perfectly viable to follow two rules at once.

Okay, new round. Forget the signups. If you post a buzzed rule, you can't add rules until the round after next. For example, someone buzzed in round 2 can't add rules until round 4, but Me (the username, not the pronoun), who was buzzed in round 1, can add a rule in round 3.
NOTE: In new rounds, all rules from previous rounds are null and void.
