For making cutscenes, (like in Paint or something) after you put the background, how much ticks should there be before I put the next background for it to look like a smooth cutscene?

Naturally, 1 would produce the smoothest cutscene, but it's a bit tedious to make enough backdrops to make it work well. I used 3 ticks for Nameless Slime's cutscenes, though 2 works pretty well too.

The number of ticks would depend on the number of frames that you're going to use. The more you have, the shorter the waits you should use.

You should be considering this on a frame by frame basis. If you vary the wait between screens during the animation itself it'll create the illusion of smooth animation while cutting down on the number of frames you have to create.

the problem lies in that everyone's computers run at a diferent rate. on average though, it works out at about 15 ticks a second. for the smoothest animation, you will need to do an image for every tick. Remember, film uses 24 frames a second. going any slower than 15 frames will cause the movie to become jerky, unless you want a 'slideshow' effect. I'm going to look into this some more.
